疫情发生后,芝加哥治安不断恶化。根据芝加哥警察局2022年1月1日公布的数据:2021 年发生了797起枪击凶杀案,凶杀案件数量超过美国任何其他城市,是芝加哥有记录以来最暴力的一年。 中国城的犯罪率提高了55%,无辜的同胞惨遭杀害。严重的治安隐患给华人社区的生活和工作的造成了极大的负面影响。
新的一年开启新的希望! 大芝加哥地区华侨华人联合会根据侨社的诉求,发起给芝加哥市长及市政府要求改善治安请愿信的联署签名,共同为社区的治安发声! 活动得到了侨社108个华人组织的自愿联署签名。 感谢法律顾问黄正东律师事务所整理起草请愿信文字,社区朋友们积极提供反馈!

大芝加哥地区华人社区关于目前治安危机给市长的请愿信
尊敬的芝加哥Lori E. Lightfoot市长,
2021年12月27日,1000多名愤怒的民众不顾寒冷的天气在芝加哥华埠街道游行,抗议针对无辜华人社区的暴力伤害! 当地华裔社区领袖、商人、律师、餐馆工作人员都积极参加了这次示威:
• 2021年12月7日,71岁的华埠居民谢焕新在离家去买报纸的途中被一名23岁的男子连开22枪残忍杀害。
• 2021年11月9日,24岁的中国学生郑少雄在芝加哥大学校园内被枪杀。
• 2021年9月27日 , 57岁的外卖员邵乔明在送餐路程中惨遭枪杀。
• 2021年2月9日,两位中国城的居民36岁的边华一和38岁的熊伟忠同一天被谋杀。
• 2021年1月9日,在芝加哥大学发生了另一起中国青年学生范轶然的致命枪杀案。
• 2020年12月21日年仅33岁的关帅晚在桥港区被枪杀。
在严重的疫情中,芝加哥华埠的治安急剧恶化,抢劫、劫车和枪击事件在华埠越来越频繁,芝加哥华裔社区的安全受到严重威胁。 根据芝加哥警方的数据,芝加哥华埠今年的暴力犯罪率上升了55%。 近年来,芝加哥华埠社区经历了许多起枪击抢劫、劫车和商店被砸等暴力事件,使我们这个紧密相连的华人社区成为了犯罪分子实施暴力的目标。
够了!够了! 我们的生活不再安全,我们正在经历治安危机。因此,我们强烈要求市政府制订一项能切实解决问题的长期规划,将反犯罪和暴力作为首要任务,增加芝加哥华埠社区的监控和警察巡逻。
具体来说,我们郑重提出以下几点诉求和呼吁:
1. 我们呼吁市政府回答我们一直都在寻求答案的重大问题,即为什么惯犯似乎这么容易重新回到街道上。 在所有发生在华埠社区的悲剧中,那些可怕的谋杀案大多是由惯犯犯下的。我们呼吁市政府在州检察官办公室和芝加哥警察局之间形成更强大的伙伴关系,制定防止惯犯再次作案伤害社区的方案。 我们还呼吁市政府与联邦和州执法机构合作,制定和实施有效的战略,打击和起诉惯犯背后的犯罪组织
2. 我们呼吁市政府采取重大的枪支管制措施,杜绝有犯罪史、被判刑或精神疾病的人获得枪支。发生在华埠的抢劫、破坏和劫车等恶性案件中,枪支暴力是造成死亡和受伤的主要原因。
3. 我们呼吁市政府请求联邦政府提供帮助,制止非法武器在芝加哥的流通; 减少暴力,包括帮派犯罪行为。
4. 我们呼吁市政府增加中国城以及周边地区的警力,加强巡逻,保卫华埠社区。 并招募会讲中文的警员,帮助受害者克服语言障碍及时处理暴力案件。
5. 我们呼吁市政府与华人社区的代表定期举行会议,并与华埠居民合作,落实法规,倡导州和联邦有关公共安全和预防暴力的政策和立法。
6. 我们呼吁市政府在华埠地区增加更多的警察监视(POD)摄像技术装置。 华埠社区期待与市政府和芝加哥警察局以及当地市议员合作,为保护华埠地区制定一项长期的技术方案。
7. 我们呼吁市政府大力加强在华埠的邻里守望,并提供资金支持。 改善华人社区治安的最好办法就是让整个社区居民都参与进来。

A petition letter from the Chinese community in the Greater Chicago area to the mayor regarding the current public security crisis

Honorable Mayor Lori E. Lightfoot of Chicago,
On December 27, 2021, more than 1,000 community members marched through the streets of Chicago’s Chinatown to protest the relentless violence against innocent Chinese Americans despite the cold weather. Local Chinese community leaders, businessmen, lawyers, restaurant workers all actively participated in the demonstration:
• On December 7, 2021, 71-year-old Chinatown resident Woom Sing Tse was brutally murdered by a 23-year-old man who fired 22 shots at Mr. Tse when the aged man left home to buy a newspaper.
• On November 9, 2021, the murder of Zheng Shaoxiong, a 24-year-old Chinese student occurred on the campus of the University of Chicago.
• Another fatal shooting of young Chinese student Yiran Fan at the University of Chicago occurred in January 2021.
• On September 27, 2021, Qiaoming Shao, 57 was fatally shot while delivering food in Chinatown.
• On February 9, 2021, 36-year-old Huayi Bian and 38-year-old Weizhong Xiong were murdered on the same day in Chinatown.
• On December 2, 2020, Shuai Guan, 33, was shot in his chest while calling 911 to report individuals who were trying to steal his car near his home.
During the pandemic, the law and order in Chicago Chinatown deteriorated sharply. Robbery, carjacking and shooting incidents became more and more frequent in Chinatown, and the safety of the Chinese American community in Chicago was seriously threatened. Violent crime in Chicago’s Chinatown was up 55 percent in 2021, according to Chicago police data. In recent years, the Chicago Chinatown community has experienced numerous incidents of violence including shootings, robberies, carjackings, and store smashes, making our close-knit Chinese community a target of violence by criminals.
Enough is enough! Our lives are no longer safe, we are experiencing a security crisis. Therefore, we strongly urge the city government to develop a long-term plan that will address the problem, ke anti-violence a top priority, and increase surveillance and police patrols in the Chicago Chinatown community.
Specifically, we solemnly put forward the following demands and appeals:
1. We call on the city to answer the big question we have been seeking answers to: why it seems so easy for repeat offenders to return to the streets. Of all the tragedies in the Chinatown community, most gruesome murders were committed by repeat offenders. We call on the City to form a stronger partnership between the State Attorney’s Office and the Chicago Police Department to develop programs to prevent repeat offenders from harming communities. We also call on the city to work with federal and state law enforcement agencies to develop and implement an effective strategy to combat and prosecute organized crime organizations behind repeat offenders
2. We call on the city administration to take significant gun control measures to prevent people with criminal histories, convicted or mental illnesses from acquiring firearms. Gun violence is the leading cause of death and injury in vicious cases of robbery, vandalism and carjacking in Chinatown.
3. We call on the City to request the help from federal authorities to halt the flow of illegal weapons and reduce violence, including crimes committed by gangs.
4. We call on the city government to increase the police force in Chinatown and surrounding areas, strengthen patrols, and defend the Chinatown community, and recruit Chinese-speaking police officers to help victims overcome language barriers and deal with violent cases in a timely manner.
5. We call on the City to hold regular meetings with representatives of the Chinese community and work with Chinatown residents to implement regulations, and to advocate for state and federal policies and legislation related to public safety and violence prevention.
6. We call on the city administration to add more Police Observation Device (POD) cameras to the Chinatown area. The Chinese communities look forward to working with the city administration and Chicago Police Department to develop a long-term technological strategy for the areas of Chinatown.
7. We call on the city government to vigorously strengthen and provide financial support for the Chinatown Neighborhood Watch. The best way to improve law and order in the Chinese community is to involve the entire community.
The Chicago Chinese community loves the city of Chicago, our beautiful home. We belong to this city and are part of this city. But the current high crime rate in Chicago has seriously affected our lives, jobs and community development. The Chinese Chicago community recognizes and defends the values of democracy, liberty, and constitutionalism. Yet the communities in which we live and work are now shrouded in danger and fear. Our lives and property are in unprecedented levels of insecurity. Now is the time for the city government to take the safety of the Chinese community seriously and take practical steps to improve safety in Chinatown and surrounding areas. The Chinese Chicago community wants to forge closer ties with Mayor Lightfoot, local city councils, the Cook County Attorney General, and the Chicago Police Department on safety issues.
We sincerely hope that the city government heed to our deepest concerns and take the above recommended actions to further enhance our safety.
